In his speech, Chairman of the Committee on Labor and employment, Moscow Region, Yury I. Rogozin said that, compared with the pre-crisis period (October 2008), the number of unemployed citizens who are on the registering authorities in the Employment Service of Defense, has grown in 2,3 times . In general, the Moscow area unemployment rate, calculated to the economically active population currently stands at 1.47%. A year ago, it was equal to 0,5%, and at the beginning of 2009 - 0,7%. The greatest increase in the number of unemployed persons registered in the municipalities with developed industrial and financial sectors and prosperous pre-crisis situation in the labor market. Thus, in the urban district Reutov number of unemployed has increased 4,8 times, in the Krasnogorsk district - in 4,5 times, in the urban district Rail - 4, 1 fold, Domodedovo district - in 3,9 times, in the frontal - in 3,8 times. At the same time, a relative indicator - the unemployment rate - however, remained in these municipalities below the average for the area. The situation in the labor market areas that have traditionally faced difficulties in employment, had not changed so substantially: in Lotoshinskom metro area the number of unemployed increased by 1.6 times, and Lukhovitskii Shakhovskoi - 1,7 times, in Pavlovsky Posad - in 1 9 times, Ozersky - in 2,0 times. The lowest unemployment rate recorded in the Odintsovo district (0.5%) in urban districts Zhukovsky (0,5%), King (0.6%), as well as in the Naro-Fominsk Chekhov and municipal areas (0.7%) . The highest level of registered unemployment was formed in Lotoshinskom (6,9%), Zaraisk (5,7%), Shakhovskoi (4.5%) and Ozerskoe (4.1%) regions. Such tensions, according to Yuri Rogozin, due to several causes, among which are: a significant excess in labor supply over demand, distance from metropolitan and regional areas with developed economies, as well as the unavailability and high cost of transport that does not allow to seek work outside their area . Committee on Labor and Employment, Moscow region has been developed and is currently implementing a program of additional measures aimed at reducing tensions on the labor market in the region in 2009. In her part of the federal budget was a grant, the first tranche is in the amount of 79.8 million rubles went to the budget of the Moscow region on April 8, while the second tranche of $ 119 млн 696 тысяч entered on August 7. This money is used for public works, advanced training and self-employment of unemployed citizens. Skills are most needed, which was carried out and continues to be a faster learning: elektrogazosvarschik, plumber, repairman, truck driver, the driver of vehicles, an accountant with knowledge of computer software, operator management MSE from the floor and the crane operator. The program provides for the promotion of employment of not less than 25 thousand people. In the activities of the Program for frontloading will attend training at least 3 thousand people in the activities of self-employment - 600 people in public works - at least 21,135 people, including internships will be arranged for not less than 800 graduates of institutions of professional education at all levels.
